Amazon Challenges EU Designation Under New Digital Services Act, Shares Data on Content Moderation and Customer Complaints

  • Amazon has disclosed it has over 181 million users in the European Union, constituting more than 40% of the EU's total population, and employs more than 150,000 people in the region.
  • The report is in compliance with the EU Digital Services Act (DSA) which mandates very large online platforms, such as Amazon, to adopt tighter controls to counter inappropriate targeted ads, illegal content sharing, and disinformation.
  • Amazon challenged its designation as a 'Very Large Online Platform' under the DSA but managed to successfully argue in the EU General Court that it was not the largest retailer in any EU country where it operates; thus suspending the requirement for Amazon to make its ads library public.
  • Germany is Amazon's largest market in the EU with over 60 million monthly customers; Italy, France, and Spain follow with a combined 98 million customers.
  • The company reported that it took over 274 million moderation actions within the first six months of 2023 to remove content violating its policies and received nearly 420,000 requests and complaints from EU countries to remove harmful content, which were addressed within 24 hours.
