Amazon Nations Adopt Bogotá Declaration, Unveil Indigenous Co‑Governance Mechanism

The accords shift regional cooperation toward implementation with new roles and financing for Indigenous communities.

Overview

  • Presidents and Indigenous leaders meeting in Bogotá on Aug. 22 approved the Bogotá Declaration, setting a shared plan to present at COP30 in Belém in November.
  • Foreign ministers from the eight OTCA countries adopted 20 resolutions that include the Mecanismo Amazónico de los Pueblos Indígenas and a direct financing channel for Indigenous peoples.
  • According to AP reporting, each country will appoint two government and two Indigenous delegates to the new body, which will meet annually and decide by unanimity.
  • Indigenous representatives welcomed the direct financing mechanism but pressed for immediate, concrete measures against deforestation, illegal mining and pollution.
  • Brazil’s President Luiz Inácio Lula da Silva announced an international Amazon police force based in Manaus to target illegal mining, drug trafficking and arms smuggling starting Sept. 9.
