Amazon, FTC Finalize $2.5 Billion Prime Settlement With Refunds for 35 Million U.S. Customers

The deal directs $1.5 billion to refunds for Prime users, plus a $1 billion civil penalty.

Overview

  • U.S. customers who subscribed to Prime or tried to cancel between June 23, 2019 and June 23, 2025 fall within the eligibility window.
  • Refunds are capped at $51 per person, with automatic payments for light users expected within roughly 90 days and a claims process for others.
  • Amazon will review submitted claims within 30 days and will send notification emails and letters within 30 days after automatic payments are issued.
  • The FTC alleged Amazon used deceptive sign-up flows and made cancellation difficult, practices it says enrolled or retained users without clear consent.
  • Amazon said it accepts the settlement without admitting wrongdoing, and regulators characterized the agreement as the largest monetary deal in FTC history.
