Alerj Approves PTTC Bill to Return Retired Police and Firefighters to Limited-Duty Roles

The proposal now awaits Governor Cláudio Castro’s sanction to broaden a program designed to move active officers from administrative posts back to street patrols.

  • The approved text authorizes temporary reconduction of inactive Military Police and Fire Department personnel for up to six years in administrative functions and programs such as Segurança Presente, Lei Seca and Operação Foco.
  • Eligibility covers members in the paid reserve and, in exceptional cases, reformados, with reconduction via a selection process, and officials say these veterans will not be sent to areas of active conflict.
  • A proposed amendment by deputy Luiz Paulo to require one new hire for each reconducted veteran was rejected by 32 votes to 17, and the bill moved under urgency after extensive debate and 25 amendments.
  • The government estimates roughly 5,000 inactive agents could qualify and contends the measure will not raise public spending while freeing active personnel for patrol duties.
  • A smaller pilot already operates with 234 participants serving up to three years, and an incorporated amendment grants families of police officers killed on duty the right to receive the agent’s full pay.
