Alberta Disbars Calgary Lawyers Over Private Investigator Surveillance of Manitoba Chief Justice

The law society panel said the conduct amounted to an attack on judicial independence.

  • The Law Society of Alberta issued the disbarments in an 18-page decision released this week, finding John Carpay and Jay Cameron failed to act with honour and integrity.
  • In June 2021 they hired a private investigator to follow Chief Justice Glenn Joyal, whose agent went to the judge’s home, and they also targeted then-premier Brian Pallister and the province’s chief medical officer.
  • The committee found additional misconduct, including deleting materials and a lack of candour, and described Carpay’s testimony as inconsistent and unreliable.
  • Costs were ordered—$7,457.50 for Carpay and $5,270.63 for Cameron—alongside existing sanctions that include a lifetime Manitoba practice ban and a peace-bond condition barring practice across Canada until October 26, 2026.
  • The Justice Centre for Constitutional Freedoms called the ruling a “vindictive abuse of process,” and the lawyers’ counsel said they are considering an appeal.
