Overview
- Beheluli arrived in the UK in 2000, was granted citizenship in 2014 after claiming no criminal involvement, and was convicted in 2015 alongside two associates for conspiring to supply class A drugs.
- He was caught in October 2014 transporting eight kilograms of high-purity heroin with a street value of around £200,000 en route to a stash house in Neasden.
- During raids, the National Crime Agency found a photo on his phone showing him beside £250,000 in cash which he claimed belonged to a relative but which detectives linked to a property he rented.
- A lower-tier tribunal initially overturned his deportation order for lack of surveillance or witness evidence, but an upper tribunal judge rejected that ruling and ordered a fresh hearing.
- In response to such cases, the Home Office is proposing to raise the human rights threshold under articles 3 and 8 of the ECHR to limit judges’ discretion in granting the right to remain.
