Alamo Heights ISD Approves Bell-to-Bell Student Cellphone Ban

The vote follows state guidance interpreting Texas’ new law as a full-day prohibition.

Overview

  • Trustees approved the change Wednesday night in a unanimous vote, with the policy set to take effect Monday at Alamo Heights High School.
  • The 2025–2026 handbook requires phones and smartwatches to be powered off and out of sight all day and bars personal laptops, tablets, earbuds and headphones for personal use.
  • District leaders had defined the school day as instructional time only until lawmakers sent letters stating HB 1481 covers lunch and passing periods.
  • The decision brings Alamo Heights in line with most Bexar County districts, while North East ISD continues to allow use outside class and says enforcement has posed “virtually no issues.”
  • Elementary and middle schools already followed bell-to-bell rules, and the board’s vote meets the statewide Sept. 18 policy adoption deadline.
