Airlines’ Data Broker to Shut Down Travel-Data Program by Year’s End

The decision follows disclosures of warrantless IRS access to the database.

Overview

  • ARC told customers on November 12, 2025 that its Travel Intelligence Program will be sunset this year, CEO Lauri Reishus confirmed in a letter to lawmakers.
  • TIP sold agencies searchable access to passenger names, itineraries and payment details from more than 12,800 travel agencies, covering roughly 39 months and about 722 million transactions.
  • Reported government customers included the IRS, FBI, Secret Service, CBP, ICE, TSA, DEA, ATF, the SEC and the State Department.
  • Lawmakers said the IRS confirmed it purchased ARC travel data without obtaining a warrant and did not conduct a legal review beforehand.
  • Sen. Ron Wyden, Rep. Andy Biggs, Rep. Adriano Espaillat and Sen. Cynthia Lummis urged ARC’s airline owners to end such sales and to provide travel records only when legally compelled.
