Shutdown Reaches Day 14 as Senate Plans Eighth Vote and Troops’ Pay Is Secured

The dispute centers on expiring Affordable Care Act subsidies that Democrats want addressed in any funding bill.

Overview

  • The Senate is set to hold an eighth procedural vote Tuesday evening on the House-passed stopgap, which requires 60 votes to advance and still lacks enough Democratic support as the House remains in recess.
  • President Trump directed the Pentagon to repurpose roughly $8 billion so active-duty service members are paid this week, DHS says the Coast Guard will be paid, and tariff revenue is temporarily sustaining the WIC program.
  • Federal agencies have begun reductions in force, with at least 4,000 layoffs initiated so far, including 1,446 positions at the Justice Department and about 1,200 at Health and Human Services.
  • Roughly 750,000 federal workers are furloughed or working without pay, some have already received reduced pay, and many are on track to miss a full paycheck on Oct. 24.
  • Republicans insist the government should reopen before addressing the ACA tax credits, while Democrats continue to block the bill without a commitment to extend the subsidies ahead of open enrollment on Nov. 1.
