Overview
- The service will fold the provisional ICC’s functions into the A5/7 organization by April 1, 2026, ending plans for a new major command.
- A new Chief Modernization Officer within A5/7 will lead strategy and force design, mission integration, capability development and requirements, and modernization investment prioritization.
- Maj. Gen. Christopher J. Niemi was tapped to design the future A5/7 structure and oversee the transition.
- The provisional ICC will continue operating during the reorganization to sustain modernization prioritization work.
- The move reverses a centerpiece of Frank Kendall’s reoptimization plan and follows a Pentagon review that sought to streamline structures and limit additional general officer billets, with MAJCOMs previously reported to have resisted ceding requirements authority.
