Air Force Names First Portfolio Acquisition Executives as Space Force Establishes Two Portfolios

Key authorities to shift funds or alter requirements still require congressional approval.

Overview

  • The Department of the Air Force unveiled seven mission-focused portfolios, with five for the Air Force and two for the Space Force, as an early step in Defense Secretary Pete Hegseth’s acquisition overhaul.
  • Air Force leaders for the new portfolios are Maj. Gen. Luke Cropsey for C3BM, Col. Timothy Helfrich for fighters and advanced aircraft, Scott Hardiman for NC3, John Sneden for propulsion, and Brig. Gen. Robert Lyons III for weapons.
  • The Space Force stood up portfolios for space access and for space-based sensing and targeting, with leaders to be named later.
  • The portfolio model is intended to replace siloed program executive offices by consolidating related programs under mission areas with potential authority to reallocate funding and adjust requirements.
  • In a parallel move, the Pentagon centralized oversight of marquee Air Force programs under a Direct Reporting Portfolio Manager, with Lt. Gen. Dale White nominated to oversee efforts including Sentinel, Minuteman III, B-21, F-47, and VC-25B.
