AGCOM Names 48 Sites That Must Implement Anonymous Age Verification by Nov. 12

The regulator will require certified third parties to issue privacy‑preserving tokens that confirm adulthood without sharing identities.

Overview

  • AGCOM published an initial list of 48 platforms, including Pornhub, YouPorn, XVideos and OnlyFans, while the rules also cover other services banned to minors such as gambling and alcohol or cigarette sales.
  • From Nov. 12, sites can no longer rely on self‑declaration and must route users to certified verifiers such as banks, telecom operators or digital identity providers to obtain an adult‑status token.
  • The system uses a double‑anonymity design so sites learn only that a user is over 18 and verifiers do not see which service the token is used for.
  • Age checks must be completed for each session, with flows via dedicated apps or web portals, and methods like biometric facial recognition or site‑level ID uploads are prohibited.
  • AGCOM will monitor compliance, require fixes within 20 days for violations and can order temporary or permanent blocking, while an EU pilot app (T‑Scy) is being tested ahead of planned 2026 integration into the European digital wallet.
