After Bhandup Teen’s Electrocution, Two MSEDCL Employees Booked for Negligence

Police acted after an MSEDCL vigilance inquiry identified two staffers as responsible for safety lapses.

Overview

  • Deepak Ajay Ramlingam Pillai, 17, died on August 19 after entering waterlogged street flooding in Bhandup that had become electrified.
  • Bhandup police registered a case under Section 106 of the Bharatiya Nyaya Sanhita against assistant engineer Santosh Rudrashetty and Vikas Kailash Jadhav.
  • Police accounts say the teen contacted a high-tension wire, while a technical inspection reported a punctured low-tension underground cable leaking current into pooled rainwater and not complying with IS 1255-1983.
  • Residents and shopkeepers reported current in the water and called the MSEDCL helpline around 8:30 a.m., with one complaint logged as Service Request ID 053DSS02 and closed without follow-up.
  • Relatives allege it took nearly two months to get an FIR registered, and the investigation remains open into the precise source of the live current and any further accountability.
