Overview

  • The tentative three-year contract covers about 6,000 supervisors and administrative staff in AFSCME Locals 2186 and 2187 at City Hall, the Philadelphia Parking Authority and the Philadelphia Housing Authority.
  • Under the pact, employees will receive cumulative raises of 2.5%, 2.5% and 3% plus a $1,000 bonus, adding to last year’s one-time 5% increase for a total 13.5% pay gain over four years.
  • Local 2187 completed a four-day strike authorization vote on July 14 that empowered the union to launch a work stoppage if negotiations reached an impasse.
  • AFSCME District Council 33 members began voting this week to ratify their own agreement after a nine-day strike halted trash, recycling and emergency services.
  • City leaders say the agreement balances fair compensation with safeguarding Philadelphia’s fiscal stability as other public-sector unions prepare for upcoming bargaining cycles.
