ADR Shows Large Donations and Patchy Disclosure for India's Unrecognised Parties

The group's October 29 analysis warns that missing reports and internal data errors weaken public oversight of where small parties get money.

Overview

  • ADR reviewed audit and contribution reports posted on state election officer websites and found that roughly two-thirds of Registered Unrecognised Political Parties did not make either report publicly available for FY 2024–25.
  • Among 734 RUPPs with available documents, ADR says total income was ₹1,118.49 crore and donations above ₹20,000 summed to ₹1,199.876 crore, with Gujarat, Delhi and Rajasthan accounting for most of the reported receipts.
  • A small set of parties received most high-value gifts: New India United Party, Swatantrata Abhivyakti Party and Bhartiya Garib Vikas Kalyan Party were top recipients, and Jan Suraaj reported ₹101.32 crore income including ₹99.40 crore in donations largely from Vedhas Ventures (₹85 crore) and Prashant Kishor (₹10 crore).
  • ADR flagged data problems that undercut trust in disclosures, noting 14 parties whose listed donations above ₹20,000 exceeded audit totals and three parties that reported zero total donations while listing high-value contributors.
  • The report recalls the Election Commission's delisting of 808 inactive RUPPs in August–September 2025 and urges state chief electoral officers to keep websites up to date so voters and tax authorities can better track party funding and spot misuse.
