ADR Report Finds 47% of Ministers Declared Criminal Cases as Parliament Reviews Ouster Bills

The findings sharpen scrutiny of bills proposing automatic removal of ministers detained 30 days on serious charges.

  • Based on 643 affidavits filed between 2020 and 2025, ADR found 302 ministers with pending cases, including 174 facing serious charges, and 29 of 72 Union ministers disclosed cases.
  • Party-wise figures show sharp variation: TDP at 96% of ministers with cases, DMK 87%, Congress 74%, AAP 69% and BJP 40%.
  • Eleven assemblies—including Andhra Pradesh, Tamil Nadu, Bihar, Odisha, Maharashtra, Karnataka, Punjab, Telangana, Himachal Pradesh, Delhi and Puducherry—have over 60% ministers with cases, while Haryana, Jammu & Kashmir, Nagaland and Uttarakhand report none.
  • The Centre’s August 20 proposals would remove a prime minister, chief minister or minister detained for 30 days on serious offences, and they are now with a yet-to-be-formed joint parliamentary committee for scrutiny.
  • Declared wealth is concentrated, with ministers reporting ₹23,929 crore in assets in total and an average of ₹37.21 crore, 36 billionaires identified, and TDP’s Chandra Sekhar Pemmasani listed as the richest at over ₹5,705 crore.
