ADR Report Finds 47% of India’s Ministers Face Criminal Cases

The release comes alongside a constitutional push to remove detained ministers after 30 days.

  • ADR and National Election Watch analyzed 643 self-sworn affidavits filed between 2020 and 2025 and found 302 ministers (47%) with declared criminal cases, including 174 facing serious charges such as murder, kidnapping and crimes against women, while noting case statuses may have changed since filing.
  • Ministers collectively declared assets worth Rs 23,929 crore, averaging Rs 37.21 crore per minister, with 36 billionaire ministers identified across the Union and states.
  • Party-level disparities are stark, with the TDP at 96% of ministers facing cases (57% serious), DMK at 87%, Congress at 74% (30% serious), BJP at 40% (26% serious) and AAP at 69%.
  • At the Union level, 29 of 72 ministers (40%) reported criminal cases in their affidavits.
  • State profiles vary sharply, with 11 assemblies—including Andhra Pradesh, Tamil Nadu, Bihar and Maharashtra—showing more than 60% of ministers facing cases, while Haryana, Jammu & Kashmir, Nagaland and Uttarakhand reported none.
