Aadhaar Authentication Required for Subsidised LPG Refills From October 1

Overview

  • The Petroleum Ministry ordered that biometric Aadhaar authentication (BAA) will be mandatory to book subsidised domestic LPG refills from October 1, and OMCs were told to block non‑authenticated consumers from subsidy access until they complete BAA.
  • As of September 19, 27.43 crore active domestic LPG consumers, or about 89.9 percent, had completed BAA, leaving roughly 3.16 crore remaining non‑compliant households.
  • Non‑compliant consumers can complete BAA free of charge at the time of cylinder delivery, at their distributor’s showroom or via the OMC mobile apps to regain subsidised refill booking rights.
  • Households that refuse or cannot complete BAA may still get LPG but must register that choice and will pay the market price without subsidy, typically receiving 5‑kg or 10‑kg cylinders subject to local availability.
  • The ministry framed the step as a fiscal and targeting measure after public OMCs reported accumulated under‑recoveries above ₹62,000 crore and a falling implicit subsidy per 14.2‑kg cylinder, and officials and distributors have run wide outreach and helplines to help remaining consumers authenticate.
