AAA Study Finds Drivers Often Ignore Move Over Laws, Leaving Responders at Risk

AAA urges clearer rules, stronger public education, increased enforcement to protect roadside crews.

Overview

  • The AAA Foundation reports 46 roadside responders were killed last year, with five additional deaths recorded this month.
  • Video reviews showed only 64% of passing vehicles slowed or moved over, and drivers were far more likely to change lanes than reduce speed.
  • Compliance was lowest for tow trucks at 58%, compared with 66% when police vehicles were present.
  • Though all states and D.C. have such statutes, a national survey found many drivers who’ve heard of the rule cannot explain it, and penalties range from $30 in Florida to $2,500 in Virginia; Colorado requires a 20‑mph slowdown or a lane change and has stepped up ticketing.
  • AAA recommends harmonized definitions, high‑visibility enforcement and targeted outreach campaigns to improve compliance and protect roadside workers.
