Police claim Payne refused to give his name and provided a false report.
The incident occurred around 2:44 a.m. near 68th Street and Chaparral Road.
Payne, a former Phoenix Suns player, was released from custody shortly after being booked.
He was recently traded to the 76ers after stints with the Bucks and Suns.
