62-Year-Old Man Charged with Explosive Attack on ULEZ Camera

A second man, Stephen Richard Harwood-Stamper, 62, faces unrelated charges of criminal damage to the same camera.
Both men are scheduled for court appearances later this month, with Rees appearing on November 11 and Harwood-Stamper on November 27.
