2008 Manitoba Bus Killing Revisited: NCR Ruling Led to Vincent Li’s 2017 Discharge

The attacker, now known as Will Lee Baker, lives in a Manitoba community without mandated reviews after an absolute discharge.

Overview

  • Tim McLean, 22, was stabbed, decapitated and partially cannibalized on a Winnipeg-bound bus on July 30, 2008.
  • Witnesses reported Vincent Weiguang Li held up the severed head as passengers fled, and a five-hour standoff ended with police tasering and arresting him.
  • Li told reporters he heard the voice of God and believed McLean was an alien, an explanation cited in subsequent coverage.
  • In March 2009 a court found Li not criminally responsible due to mental illness and committed him to the Selkirk Mental Health Centre.
  • He received an absolute discharge in 2017, no longer undergoes yearly reviews, and later changed his name to Will Lee Baker.
