Overview

  • Jitendra Singh clarified that no separate elder-care leave category exists under current regulations.
  • Central staff can use annual entitlements—including 30 days earned leave, 20 days half-pay leave, eight days casual leave and two restricted holidays—for caring for elderly parents.
  • Leave credits are posted to individual leave accounts on January 1 and July 1 and debited when taken, while special leave types such as maternity and paternity leave are granted without affecting these balances.
  • The Central Civil Services (Leave) Rules, 1972 govern most central government employees but exclude Railway personnel, casual or part-time workers and members of the IndiIndia Services.
  • The minister’s written reply on July 24 during the Monsoon Session reaffirmed that the existing framework fully accommodates elder-care needs without new policy changes.
