15-Year-Old Arrested After Harlem Drive-By Shooting on Scooter and Citi Bike

  • Officers pursued the scooter rider, and after he refused to drop a 9 mm handgun, an NYPD officer fired a single shot that missed, prompting the 15-year-old to surrender.
