13 injured in stabbing and car rampage near Seoul

A man in his 20s rammed a car into pedestrians then began stabbing people near a subway station outside Seoul.
people were injured, with 9 stabbed and 4 hit by the vehicle, and one person has died.
The suspect was arrested at the scene and a motive is not yet known.
Authorities are treating it as a "terrorist act" and increasing security measures.
It's the second stabbing rampage in the Seoul capital area in recent weeks.
