12 Countries Launch Emergency Coalition to Shore Up Palestinian Authority Finances

Donor governments pledge urgent funds to keep PA services and security functioning, urging Israel to release withheld revenues.

  • Donors committed at least $170 million in near-term support, including a $90 million pledge from Saudi Arabia.
  • The coalition says its immediate goal is to stabilize PA finances and preserve governing capacity, essential services and security to support regional stability and a two-state framework.
  • Member states called on Israel to transfer immediately all Palestinian tax and customs receipts and to suspend measures that impede or weaken the PA.
  • Israel has withheld PA revenues since October 2023 under the Paris Protocol; Finance Minister Bezalel Smotrich stopped transfers four months ago and has advocated an "economic strangulation" of the PA.
