Hines Proposes West Coast’s Tallest Tower at 77 Beale Street

The application kicks off an environmental impact review ahead of city negotiations over developer contributions to housing and transit.

Overview

  • The 1,225-foot mixed-use skyscraper would surpass Los Angeles’s Wilshire Grand Center to become the tallest building west of the Mississippi and the 11th tallest in the U.S.
  • Hines filed its formal application on July 11 to replace the former PG&E headquarters with 1.6 million square feet of premium office space, retail, restaurants and a mid-block public garden.
  • The plan covers an entire city block and includes restoring two historic PG&E/Matson buildings and converting the small office at 25 Beale Street into 120 housing units.
  • No architect has yet been selected for the design, following Hines’s earlier consultations on a residential proposal for the site.
  • City agencies and community stakeholders will negotiate a development agreement outlining contributions toward affordable housing and transit improvements.
